Dolly lashed south Texas and northeastern Mexico Wednesday night, dumping torrential rains as she churned inland.
Despite a downgrade from a hurricane status to a tropical storm, Dolly left behind a wake of battered buildings, massive power outages and eroded beaches before dissipating over land.
Although the major concerns continue to be flooding, especially in the Rio Grande Valley in south Texas, the levees along the Rio Grande River appear to be holding, according to emergency officials.
