Unfortunately for the independent traveler, Baku is an expense-account town, which pushes up the prices of top-range hotels and restaurants. However, there are a few older Soviet hotels that charge around US$40 per night. Persistent negotiation, supported by any ID that lets you stand out from the crowd (i.e., student, journalist, writer, scientific official, guest of the government, etc.), can often bring down room charges in less expensive hotels, where the prices are not set in stone. Budget travelers would do well to arrange accommodation with local families—try the Institute of Foreign Languages, where budding English speakers will be only too happy to practice their language and invite you to stay for a few dollars a night.< Show Less
