Make cruise passengers travel with U.S. passports

We need to add to the "Cruise Passenger Bill of Rights" [proposed by Sen. Charles Schumer (D-N.Y.), March 18] a requirement that every passenger boarding a cruise ship must present a passport, so they will have the right to fly home should an emergency arise.

At the moment, cruise lines accept birth certificates for "closed loop" sailings in and out of the same U.S. port.
