Hurricane Paul, downgraded to a tropical depression on Wednesday, rapidly lost strength as it neared Mexico's Baja Peninsula late Tuesday.

Paul's heavy rains did cause minor flooding in Cabos San Lucas before moving out into the open Pacific.

In the Atlantic, Hurricane Rafael was headed for the North Atlantic after buffeting Bermuda with rain and winds. There were no reports of damage.
