CHARLOTTE AMALIE, St. Thomas -- U.S. Virgin Islands Gov. Charles Turnbull, seeking to resolve the government's fiscal crisis, proposed a 2% hotel-room tax increase, to 10%, and a $5 per-day rental-car surcharge.

Turnbull convened a special session of the Virgin Islands Senate to consider six bills, which contained many new and increased taxes.

Tourism officials denounced the proposed increases, saying that the U.S.V.I. already has a reputation "of being an expensive destination."
