As we report in the news pages today, November's settlements increased 6.7% over the same dismal month of 2008, after 13 consecutive months of declines.
It's too soon to call this a turnaround, but it's not too soon to call it an encouraging sign, or maybe even an indication that we've hit bottom. In this context, hitting bottom would be OK, because what usually happens next is the long climb back up, and we are so ready for that to begin.
