Insider spotted a new sign affixed to the West 40th Street approach to the Lincoln Tunnel in New York. It warned of a $350 fine for horn-honking in Manhattan. This probably won't hurt tourism, as taxi drivers and residents, not visitors, usually are the ones leaning on their horns. Anyway, it's only money, and it beats getting towed. But we can't help thinking about all the revenue it would mean if the honking ordinance were enforced on New Year's Eve.
