The Marine Corps Base at Camp H.M. Smith and Kaneohe Bay, Hawaii,
finalized a proposal to let travel agencies offer a zero rebate
when bidding on its $13.8 million official travel account.
But the base still isn't allowing transaction fees, a decision
that Carlson Wagonlit Travel, American Express and N&N Travel
& Tours of Las Vegas have challenged in separate protests to
the General Accounting Office.
