Vision Airlines paid a $25,000 penalty to settle Department of Transportation charges that it failed to accommodate passengers after tour operator Direct Air terminated its public charter program in March.

The DOT said Vision was obligated not to cancel flights within 10 days of departure, and to accommodate passengers requiring return transport.

Vision, however, said it didn’t have access to reservations records after Direct Air terminated the program and said it was, along with the passengers, a victim of fraud.
