WASHINGTON -- The Internal Revenue Service issued new tax rules that the National Tour Association applauded for clarifying when the travel and tourism activities of a nonprofit organization can be claimed as unrelated business income.

The NTA said the old rules enables nonprofits to unfairly use their tax-exempt status to compete directly with for-profit tour operators.
